What are the luggage regulations?

Twiliner's luggage regulations allow each passenger one large suitcase (max. 23kg, 80 x 50 x 35cm) and one carry-on (max. 5kg, 50 x 30 x 20cm) at no extra cost in the luggage compartment. How does safety work?
